Is the meter inside the my Nikon FM10 supposed to work with a new lens?

I got a new nikon Nikkor 50mm lens and I put it on my nikon FM10 and the little meter inside the viewfinder isnt working. Is that supposed to happen?

How to clean a Nikon lens without a lens cleaning cloth, ect.?

I have a nikon D40 and I need to clean the lens and viewfinder, but I don't have an actual lens cleaning material. What can I use instead that won't damage the lens?
